From core login:
Main -> Users -> Users Management -> New User
Create a normal user, english, standard -> Save
Screen is redirected back to organisation chart page but no new user added. I actually wanted to create extra admins but user willl be the same for this example.
Extra info: Clean install, default language english, no groups just use standard.
