Is it possible to have time limitations per user? For example, a user has 60 days to complete a course after signing up. I understand that the course can have a start and stop time but what about the user?

Also, under course permissions I see "Validity days." What does this mean? Does this mean that the course can be valid for 30days?

the "Validity days" set the amount of days the user have to complete the course since his first login; so it should be what you were looking for.
