It seems that in case I create a "public administrator" and I assign to him all permission from "Menù" items list, the public admin have got some issue:

Main one:
1. Into Menù: "Management" --> "course management"; in case I select certificate, I cannot configure it, infact for either "undo" or confirm" application show me white page and do not store data.

Minor one:
2. I crete or try to edit a course --> it appear to me a Windows warning message, text inside warning: "Undefined"
