When trying to send a message, the list of users is only visiblt to superadmin and noone else.  Is there a reason that other users cannot view a list of recipients?

Ok.  Problem solved.  Apparently there needs to be groups created in the courses themselves to be able to send the messages to.  However;  is there a way to show all system users as an option for mail recipients?
