So far the only way I can self-register into an organizational node is by the following method:
1. As admin I go to main>configuration>settings>user and select under "Registration code usage" the option that says "Ask for a tree code that must be entered manually by the user".
2. As a new registrant, I can self-register into the Community node by entering the word "Community" next to "Code".

If I go to main>configuration>settings>user and select under "Registration code usage" the option that says "Ask for a tree code chosen by the user from a list in a dropdown menu" I get the "Code" field but when I self register the dropdown is empty.  I have entered codes in the following areas:
- Organizational node
- Course code
- main>configuration>code
- the code option in the code editing area under main>configuration>code

Bottom line. I can self register by manually entering a code and I can not self register using drop down codes (drop down is blank).
